Jurisdictional Overlays
First-class extension mechanism for country-specific and sector-specific regulations.
What it is
Paper Section 13.7. Overlays add jurisdiction-specific controls on top of the CALIBRE base without lowering the base band. In v1.2 the Fabric ships with nine pre-seeded Tier 1 overlays: APRA CPS 230, CPS 234, Privacy Act 1988, ASIC AI, India DPDP, IT Rules 2021+2024, MeitY, Singapore MGF, AI Verify.
When to use
- Operating in a specific jurisdiction (Australia banking, India, EU healthcare).
- Cross-border AI deployment: union of overlays applies.
- Preparing regulator-specific attestation: pick the right overlay for the audience.

Common pitfalls
