Decision classes
Authorise each consequential action, not just the use case: who owns it, who delegated it, and why.
How decision-level governance works
The CALIBRE assessment authorises a class of AI application. A decision class authorises each specific consequential action within it. Every class has a named owner, a delegation chain to a human principal with the right authority, and an auditable rationale.
The Runtime authority check evaluates each decision event against its class. Paper Section 13.6.
